Prop 84 Expedited Drought Grant

The Governor and legislature (i.e. SB 103 and 104) has directed the Department of Water Resources (DWR) to expedite solicitation and award $200M in drought relief funding through the Integrated Regional Water Management Program (IRWM). In Spring 2014, DWR released guidelines and a proposal solicitation package (PSP) to allocate $200M to a Proposition 84 Expedited Drought Implementation Grant Funding Round. Agencies and stakeholders were asked to submit information on their planning needs via Form 1 (Drought Specific - All Projects) and Form 2 (General Project Info - NEW Projects only). Forms were due April 25, 2014. All submittals are available below.


The CA DWR will focus funding on four (4) main project types:

  • immediate regional drought preparedness
  • increase of local water supply reliability and the delivery of safe drinking water
  • assistance for water suppliers and regions to implement conservation programs and measures that are not locally cost-effective
  • reduction of water quality conflicts or ecosystem conflicts created by the drought


Project selection focused on selecting a suite of projects that was most competitive against DWR grant app requirements and review standards.


SLO District submitted the SLO County IRWM Regionís grant application by July 21, 2014. DWR anticipates making draft funding recommendations in September 2014.
